СОЦІАЛЬНА СТАТИСТИКА ПОСЛУГ СИСТЕМИ ОХОРОНИ ЗДОРОВ’Я: ВИКЛИКИ ПАНДЕМІЇ COVID-19

Анотація

У статті здійснено розробка рекомендацій щодо удосконалення методологічної платформи соціальної статистики послуг системи охорони здоров’я в Україні. Здійснено статистичний аналіз кількості померлих та основних причин в Україні за період 2015-2019 років. Побудовано причинно-наслідкова модель основних причин смертності в Україні на основі діаграми Ісікави. Здійснено аналіз показників, що впливають на показник смертності в Україні, за чотирьома напрямами: стан системи охорони здоров’я, громадське здоров’я, культура харчування, умови життя. Доведено, що пандемія COVID-19 мала значний вплив на кожен субкритерій побудованої причинно-наслідкової моделі. Надано рекомендації щодо нівелювання зазначених ризиків у системи охорони здоров’я в Україні: удосконалення методів збору та обробки статистичної інформації, використання сучасних математичних моделей для прогнозування демографічного стану, оперативне оприлюднення статистичних даних на основі запровадження діджиталізацї всіх рівнів ланцюжку розподілу інформації.

SOCIAL STATISTICS OF THE HEALTH CARE SYSTEM SERVICES: CHALLENGES OF THE COVID-19 PANDEMIC

Summary

The article incorporates the recommendations developed with regard to the improvement of the methodological platform for social statistics of services of the health care system in Ukraine. A statistical analysis of the number of deceased and main causes of death in Ukraine over the period of 2015-2019 has been conducted within the scope of the presented paper. The article further comprises an elaborated causal model for main causes of death in Ukraine on the basis of an Ishikawa diagram. The indicators which affect the mortality rate in Ukraine are being analyzed along four directions: the state of the health care system, the public health, the nutritional culture, the living conditions. It has been proven that the COVID-19 pandemic has exerted a significant influence upon all sub-criteria of the elaborated causal model. Research on the state of the health care, the main social indicator of «mortality» in Ukraine, affirms the necessity for immediate changes to be implemented within this sphere. It has been indicated that the development of the health care system is impossible without improvements to the accounting and analytical provisions for management decision-making. Quick availability of statistical data and automation of this process decrease the risks of manipulating these data. The recommendations are provided in respect of offsetting the indicated risks in the health care system of Ukraine: improvement of methods of statistical information collection and processing, implementation of modern mathematical models for forecasting of the demographic situation, timely promulgation of statistical data based upon the implementation of digitalization. It has been asserted that an extensive utilization of the eHealth system would allow to eliminate civil registration offices from the chain of information transmission as intermediaries between hospitals and the State Statistics Service of Ukraine. As a consequence, the acceleration of the exchange of information, decrease in the asymmetry of accounting and statistical information. Implementation of modern mathematical models for forecasting of the demographic situation of Ukrainian on the example of the European and the US models would enable to enhance the quality of statistical reports considerably, consequently allowing to increase the transparency and the feasibility of developing the concept of strategic changes on the macrolevel of economy. Timely promulgation of statistical data based upon the implementation of digitalization for all levels in the chain of information transmission substantially reduces the asymmetry.
