코로나-19 사태로 인해 세계경제는 극심한 경기 침체를 경험하고 있다. 이 과정에서 국내경제도 장세가 크게 둔화되고 있으며 지역경제는 심각한 위기에 직면하고 있다. 이에 본 연구에서는 코로나-19 사태가 가져온 경제 및 사회 변화를 조망하고 기업경기실사지수와 소상공인 및 전통시장 체감경기지수의 변화 추이를 분석하여 국내경제에 미친 영향과 효과적인 대응방안을 논의하고 있다. 현재 시행하고 있는 정부와 지자체의 지원정책과 관련해 정책효과를 제고하기 위한 정책연계성 및 정부와 지방자치단체 간의 협력 강화, 긴급재난지원금 등 정부 지원정책에 대한 효과성 분석을 토대로 한 합리적 재정지출, 감염병 관리와 경제 회복을 위한 위기상황별 유연성 있는 대응방안 마련, 기본소득 등 새로운 회안전망 도입 논의에 대한 본격적인 논의의 시작 필요성 등을 지적하였다. 향후 재정정책, 통화정책 등의 정상화 과정에서 시장충격을 감소하기 위한 정부의 역할에 대한 추가적인 연구가 필요할 것이다.

Due to the recent COVID-19 pandemic, the global and domestic economies are showing signs of severe economic downturn. In the process, the domestic economy is also experiencing a significant slowdown in growth. This study looks at the economic and social changes brought by COVID-19, analyzes the impact on the domestic economy based on trend analysis of business survey index (BSI), micro enterprise BSI, and traditional market BSI, especially the local economy, and discusses effective countermeasures. The study points out strengthening policy links to enhance policy effectiveness and cooperation between the state and local governments, rational fiscal spending based on analysis of the effectiveness of government support policies such as emergency disaster support funds, preparing flexible countermeasures to recover the economy, and the need to start full-fledged discussions on the introduction of new social safety nets, including the basic income. Futures research is needed to suggest the role of government for reducing market impact in the process of fiscal and monetary policy normalization.
