Abstract

A COVID-19 járvány nemcsak az egészségügyi ellátó rendszerek alkalmasságát teszi próbára világszerte, hanem példátlan gazdasági következményekkel jár, sőt stabilnak tűnő integrált rendszereket is megbont. A vírus elleni védekezés fő módszere az emberek közötti érintkezés radikális csökkentése, így az emberi tényező igen nagy arányban egyszerre vonult ki a gazdaság két fő ágából, a termelésből és a fogyasztásból. Habár a kemény korlátozások a legtöbb országban viszonylag rövid ideig tartottak, a második világháború óta a legsúlyosabb gazdasági visszaesés várható. A kilábaláshoz az Európai Unió tagállamai jelentős segítséget kapnak a közös programokból. A COVID-19 mentőcsomag tárgyalása összekapcsolódott a készülő hétéves költségvetéssel, a kumulált összeg nagysága és az elosztási kritériumok meghatározása éles konfliktusokat generált a tagországok között. A járvány a globális nemzetközi együttműködés rendszerét is szétzilálja, az államok első reakcióként az elszigetelődést és a befelé fordulást választották. A globális járvány rávilágít a 20. század második felében a bipoláris biztonsági ernyő alatt kiépült multilaterális világgazdaság sebezhetőségére. A világjárvány mint természeti tényező váratlanul beleszólt a határtalan gazdasági expanzió és a hatalmi terjeszkedés emberi játszmáiba. = The COVID-19 pandemic has set the resilience of health systems to a hard probe worldwide, led to unprecedented economic consequences and disrupted integrated structures that seemed to be stable. The main method of protection against the virus was the radical decrease of contacts between people. As a result, the human factor was retired simultaneously and to a large extent from the two key areas of the economy, production and consumption. Even if in most countries the hardest measures were applied for a relatively short period, the biggest economic decline since World War II. is in sight. In the European Union the member states get considerable support to economic revitalisation from common programmes. The COVID-19 recovery plan was discussed together with the next seven year budget, the scope of their cumulated amount as well as the definition of the distribution criteria have generated sharp conflicts between the member countries. The pandemic has tousled the system of global international cooperation, too, as the individual states turned inwards and opted for isolation as a first reaction. The global pandemic situation highlighted also the vulnerability of the multilateral economic system constructed and developed in the second half of the 20thCentury under the bipolar security shield. Nature has unexpectedly intervened by the global pandemic into the human competition for unlimited economic growth and power expansion.
