연구목적 본 연구는 COVID-19 팬데믹시대 사회적 갈등관리에 대한 시민의 인식을 분석하는데 주된 목적이 있다. 연구방법 연구방법으로 2021년 9월10일 ~ 10월 30일의 기간 중에 서울을 5개 지역으로 구분하여 지역별 60명씩 설문을 수렴하였으며, SPSS 통계패키지를 이용하여 빈도분석과 교차분석을 수행하였다. 결과 연구 결과는 다음과 같다. 첫째, 사회적 갈등이 발생하는 일반적인 원인으로 ‘의사소통 부족’이 가장 높았다. 이러한 결과는 갈등의 해결을 위해서 이해관계자간의 의사소통이 활성화 되어야 하며, 정부정책 시행에 따른 공공갈등 해소를 위해서는 공론화 등 숙의과정을 통한 의사소통이 가장 중요한 요인임을 보여준다. 둘째, 코로나19 팬데믹 위기상황으로 증가한 사회적 갈등요인은 “이념갈등”으로 나타났으며, 기타의견으로 교육갈등, 다문화갈등, 세대갈등 등이 제기되었다. 사회적 갈등의 복합성과 증폭성은 또 다른 갈등을 촉진한다. 갈등관리와 더불어 예방이 더욱 중요한 이유다. 갈등의 예방에 대한 정책마련과 교육, 거버넌스 구축과 연계된 국가적 대응시스템 구축이 필요하다. 셋째, 37.4%의 많은 시민들은 증가하는 사회적 갈등 현상을 ‘대통합의 기회’라고 인식하였다. 이는 직접적으로 갈등을 경험하거나 이해관계자로 갈등상황에 봉착해 보지 않았기 때문에 긍정적으로 인식한 결과로 볼 수도 있겠으나, 성숙된 시민의식의 발현으로 갈등의 순기능적인 면이 부각된 결과로 사료된다. 넷째, 정부의 사회적 갈등에 대한 예방과 관리수준은 68.2%의 응답자가 ‘잘못하고 있다’고 인식하였으며, 그에 따라 정부가 우선적으로 갈등관리 예산을 증가하고, 관련 법을 조기에 제정해야 한다고 나타났다. 결론 사회적 갈등에 대한 예방과 관리는 미래 사회통합과 지속적인 발전을 위하여 매우 중요한 사회적 정책적 과제이다.
PURPOSE The main purpose of this study is to analyze citizens' perceptions of social conflict management in the COVID-19 Pandemic era. METHOD As a research method, during the period from September 10 to October 30, 2021, Seoul was divided into five regions and 60 people per region were collected, and frequency analysis and cross-analysis were conducted using the SPSS statistical package. RESULT The research results are as follows. First, The most common cause of social conflict was 'lack of communication'. These results show that communication between stakeholders must be activated to resolve conflicts, and that communication through deliberation processes such as public debate is the most important factor to resolve public conflicts following the implementation of government policies. Second, The factors of social conflict that increased due to the COVID-19 pandemic crisis were "ideological conflict," and other opinions raised educational conflict, multicultural conflict, and generational conflict. The complexity and amplification of social conflict promote another conflict. This is why prevention is more important along with conflict management. It is necessary to establish a national response system in connection with policy preparation for conflict prevention and education and governance establishment. Third, 37.4% of citizens regarded the increasing phenomenon of social conflict as an 'opportunity for great integration'. This can be seen as a result of positive recognition because they have not directly experienced conflict or encountered conflict situations as stakeholders, but it is believed that the pure functional aspect of conflict has been highlighted by the expression of mature citizenship. Fourth, 68.2% of respondents recognized that the government's level of prevention and management of social conflicts was "wrong," and accordingly, the government should increase the conflict management budget first and enact related laws early. CONCLUSION Prevention and management of social conflicts is a very important social policy task for future social integration and continuous development
