2020년 코로나 감염이 확산되던 시기 유럽연합 국가들은 국경을 폐쇄하고 사회적 격리 조치를 발휘하여 이민자 이동을 차단했다. 가구당 높은 인구밀도, 빈곤율, 실업률을 가진 이민노동자들은 고용 상실에 따른 합법적 지위를 상실하고 코로나 감염의 위험에서 인간 권리를 보장하는 정책을 필요로 했다.
2020년 11월 유럽연합은 “2021-2027년 통합과 포괄을 위한 행동 계획(Plan d’action en faveur de l’intégration et de l’inclusion pour la période 2021-2027)”을 발표했다. 따라서 이민 정책에서 코로나 시대를 겪는 이민자들의 노동 조건과 삶을 유럽연합이 어떻게 인식하고, 그에 따른 시급한 정책을 무엇으로 파악하며, 궁극적으로 통합 사회의 방향성이 무엇인지를 이해할 수 있다. 이민자 통합 논의는 경제 주체인 이민노동자의 합법적 신분 보장이 이민자의 사회적 권리를 보호하는 가장 기본 조치이며, 성공적 이민자 통합은 평등한 시민성 가치 획득과 양립할 수 없다는 사실을 알려준다. 하지만 유럽연합의 이민자 통합 의지와 포괄적 정책 제안에도 불구하고 국경 개념에서 구분된 이민자 개념은 이민자 정책의 한계를 드러낸다.
At the beginning of Covid19 in 2020 the European Union(EU) decided to close their border in order to block the flow of immigrants. Immigrant workers have characteristics of having high population density per household, poverty, and unemployment rate. They lost legal status as a result of their unemployment and so this necessitated the policy of protecting human rights against the risk of Covid19.
On November 2020 the EU has declared “Action plan for Integration and Inclusion 2021-2027”. This immigration policy reflects how the EU perceives the labor condition of immigrants, what is their urgent policy and finally what is the direction for the integration society. It could no longer delay day after day the execution of their legal and social rights, among them the legal status is essential to regulate the other rights, and shows the successful integration would be incompatible with the requirement of the values of citizenship. However, there are limits to these immigration policies by defining the category of immigrants according to the national border despite the intention for EU integration and the proposal of inclusive policies.
