ВПЛИВ РЕЦЕСІЇ, ВИКЛИКАНОЇ ПАНДЕМІЄЮ COVID-19, НА СТАН БЕЗРОБІТТЯ ТА РИНОК ПРАЦІ

Анотація

Спалах COVID-19 став безпрецедентним шоком для багатьох країн світу, при чому не тільки для тих, що розвиваються, але й для розвинених. Економічні наслідки пандемії величезні і можуть стати ще більш значними в майбутньому, бо призвели до істотних змін на ринку праці не тільки по відношенню до зайнятості найманих працівників, а й в області стійкості функціонування самих роботодавців.
У статті проведено аналіз впливу економічної кризи, спровокованої пандемією, на ринок праці та розглянуто поточну ситуацію на ринку праці, що дозволяє виявити:
— динаміку і структуру безробіття;
— наявність негативних тенденцій (зниження заробітної плати й скорочення зайнятості);
— найбільш важливі адаптаційні механізми, що забезпечують стійкість попиту на робочу силу в умовах пандемії.

THE INFLUENCE OF RECESSION CAUSED BY THE COVID-19 PANDEMIC ON UNEMPLOYMENT AND LABOUR MARKET

Summary

Significant changes in the labour market in the context of a new coronavirus infection spread have affected most countries in the world economy and led to the mass closure of enterprises around the globe and the cessation of most production.
The traditional labor market has changed, demand for labour by many professions has fallen sharply, the number of unemployed people has increased, while the society needs health workers and volunteers to provide social services to vulnerable groups.
The labour market is a kind of an indicator reflecting the economy quality. The price of labour resources is directly dependent on the efficiency of all production, commercial, financial and economic processes functioning, as, on the one hand, it determines the level of the working population welfare and purchasing power, and on the other hand — characterizes the level of economic efficiency of any business activity.
Although it is too early to make final conclusions, it has already become obvious that the consequences of the COVID-19 pandemic on the labour markets are very far-reaching and in different ways affect many, and possibly most, people. The current situation has led to a sharp increase in the workload and working hours, as well as to the change of organization forms and working conditions in certain industries and areas of activity, while in some other sectors recruitment has been suspended. The closure of many enterprises, as well as the mass layoffs were the first negative results of isolation resulting in an outbreak of a pandemic.
The most affected are those whose work can not be done remotely, for example, service workers (beauty salons, hairdressers, cleaning companies, etc.), airline companies and so on. This group also includes workers whose activities are not of strategic importance to the economy.
Thus, it can be noted that unemployment is growing faster among the most vulnerable groups — in particular, people with informal employment or business, women with family responsibilities, migrant workers, manual workers and those whose professions and industries have suffered the most.
In this regard, it can be concluded that after the COVID-19 pandemic, the labour market, as well as the economic space, will undergo considerable alterations and will no longer be in its former "pre-crisis" state. And those socio-economic macro- and micro-processes that are observed in the society today will lead to essential changes in the labor market, for which we must be morally and economically prepared.
