Most communities in the US have developed emergency plans in order to provide survivors with the medical care needed immediately after a catastrophic event. Even though disasters emotionally traumatize one out of five victims for long periods of their lives, few of the US communities were able to establish preparedness plans for mental health interventions. Although the psychological first aid and crisis counseling services provided by agencies like FEMA are prevalent for mental healthcare post-disaster, they are more intended for short-term mental health support. As a result, many survivors lengthy suffer from illnesses like anxiety and post-traumatic stress disorders. The COVID-19 outbreak has exacerbated such mental health issues among communities. In order to improve wellbeing, communities should effectively respond to the serious needs of mental health arising from the pandemic, and they should develop emergency plans of psychological preparedness that address other long-term problems arising from natural and human-caused disasters. Community mental health response to crisis2006 •
Mental health is seen as an important aspect in the community response to crisis and disaster. Research offers limited guidance to what interventions are likely to be effective in preventing postdisaster mental health problems. This article reviews recommended elements of mental health responses to community disasters. Different factors influencing response are illustrated by using 9/11 and Hurricane Katrina as examples. Sustainability is a framework for exploring a community within its broadest possible context, and looking at hazards and disasters as integral parts of the much larger environment in which it exists. Community represents an integrated paradigm of social, cultural, economic, and environmental spheres in which people participate simultaneously. As a result, physical and mental disaster health impacts are inseparable. To build surge capacity, hospitals need to move from theory to practice suggesting a resource-based, community participatory model. By partnering with community resources, the hospital becomes more resilient and, in the case of mental health and psychosocial impacts, the hospital facility and the continuation of its services become a fundamental part of the resiliency of the community. A disaster mental health pedagogical intervention was piloted by the Center for Integrated Disaster Preparedness and the Colorado Hospital Association and an evaluation of the intervention was conducted to determine strengths and gaps in resources that remain. The results suggest that resources in the community represent the most readily available opportunities for capacity building and for bridging many gaps. The dynamics of supporting relationships will be explored and two case studies, a community hospital and teaching hospital, will be presented as examples of success.

The health services required differ markedly according to the nature of the disaster and the geographical spread of those affected. Epidemiology has shown that services need to be equipped to deal with major depressive disorder and grief, not just posttraumatic stress disorder, and not only for victims of the disaster itself but also the emergency service workers.
