Abstract
As we all know, when a government or organization needs to formulate policies in the real world, the most critical part is the evaluation stage. If you want a better solution, you can adopt a systematic evaluation, or you can adopt game theory in economics. Evaluate all aspects for a more comprehensive analysis. The article will use the prisoner’s game theory dilemma to analyze whether China and the United States will adopt a city/state lockdown policy to gain core competitive advantages in the face of COVID-19.
