Abstract

This law and public policy brief is the final version of an earlier draft (dated May 31, 2021) that was circulated to key stakeholders; and compares more than seven global tenders floated in various states in India, issued pursuant to Phase III of India's COVID vaccination strategy. Key aspects studied include participation of Indian manufacturers, WHO-EUL/PQ listed vaccine candidates, advance payments, penalties/ liquidated damages, differential pricing and allocation of exchange rate risk. The brief has been published by HCM RIPA as Occasional Paper No. 2 of 2021; and is primarily intended as background reading material for mid-career training of senior civil servants in Rajasthan/ India.
