본 연구의 목적은 코로나-19 확산 상황에서 국내 외국인의 차별과 배제의 경험을 논의하는 것이다. 코로나-19 확산 초기에 외국인 이주자들은 안전조치 및 지원정책에서 배제되는 차별에 직면하였다. 이 연구는 질적 및 양적 자료를 조합하여 수행하였다. 기본 자료는 주로 SNS(Facebook, Kakaotalk, Instagram, Email, etc.)를 통해 구글 폼(Google Form)을 사용하여 수집되었다. 43개국출신의 202명의 응답자는 출신국가와 체류자격 등에서 매우 다양하게 구성되었다. 전체 응답자 가운데 10명을 대상으로 대면 또는 비대면 심층 인터뷰를 통해 코로나-19 상황에서의 차별과 배제의 경험에 대한 질적 자료가 수집되었다. 이 연구는 코로나-19 팬더믹 상황에서 국내 외국인이 공적 마스크 접근성 제한, 문자 알림 정보에 대한 접근성 제한, 재난지원금 대상에서 배제 등의 차별적 경험을 하였음을 규명하였다. 이 연구는 코로나-19 상황으로 감염병 팬더믹이 국내 이주자의 일상에 끼친 영향을 가까이에서 참여관찰 할 수 없었다는 한계가 있다. 또한 국내 이주자의 다양한 요인 간의 상호 교차성이 어떤 경험적 차이를 가져올 수 있는지 추후 연구가 필요해 보인다.

The present study aims to highlight the discriminatory experiences of foreign nationals living in Korea during the COVID-19 outbreak. In the early days of COVID-19 outbreak, foreign residents were found discriminated against in various contexts and excluded from different safety measures and support services taken by the government. The study was conducted by combining both qualitative and quantitative techniques of data collection. The basic data were collected via a Google Form, with respondents located through SNS (Facebook, KakaoTalk, Instagram, E-mail). A total of 202 respondents from 43 countries were chosen both randomly and purposively to provide a sample that shows diverse outcomes in terms of residence statuses and national origins. Qualitative data on experiences of discrimination and exclusion during the COVID-19 pandemic were collected through in-depth interviews with 10 respondents selected from among the larger body of respondents. This study clarified that foreign nationals in Korea had discriminatory experiences such as restricting access to public masks, receiving text notification, and exclusion from disaster relief funds provided during the COVID-19 pandemic crisis.
