МОДЕЛЮВАННЯ СИСТЕМИ УПРАВЛІННЯ ЕКО-КЛАСТЕРУ В УМОВАХ ГЛОБАЛІЗАЦІЇ ТА COVID-19
Анотація
В статті розглянуто моделювання системи управління еко-кластеру в умовах глобалізації та COVID-19. Моделювання державного регулювання еко-кластерізацією в умовах глобалізації та COVID-19 слід здійснювати на основі реалізації моделей комбінованого еко-кластеру заснованого на: «променевих» дистриктах (одноядерна – велике бюджетоутворююче або стратегічно важливе для держави підприємство); «променевих» дистриктах (багатоядерна – підприємства усіх розмірів та транснаціональна компанія); «променевих» дистриктах (одноядерна – транснаціональна компанія). Механізм функціонування за будь-якої моделі державного регулювання еко-кластерізацією в умовах глобалізації та COVID-19 повинен враховувати необхідність накопичення у еко-кластері двох взаємозалежних сегментів матеріального та нематеріального виду. До них слід віднести накопичення або формування: провідних, бюджетоутворюючих або стратегічно важливих для держави установ або підприємств, діяльність яких заснована на знаннях та інноваціях; вихідних наукових знань; спеціалізованих консультаційних послуг; кластерної підтримки; маркетингу та логістики; фінансування тощо. Сутність описової моделі полягає у сумісному виборі державного регулювання моделі регулювання кластерізацією, маркетингового менеджменту та ринку праці в умовах глобалізації та COVID-19 (конкретизації у які саме моменти слід впроваджувати заходи, включаючи прийняття управлінського рішення про цільову необхідність її впровадження взагалі) та підтримуючої інвестиційної політики. У нашому випадку, змістовні інтерпретації описаної моделі можуть бути різними та використовуватися при аналізі державної політики у напрямку стимулювання перетворення середовища моделі регулювання кластерізацією, маркетингового менеджменту та ринку праці в умовах глобалізації та COVID-19 або застосовуватися на макрорівні підприємством для визначення стратегії еко-кластерного розвитку.

MODELING OF ECO-CLUSTER MANAGEMENT SYSTEM IN THE CONTEXT OF GLOBALIZATION AND COVID-19
Summary
The article considers the modeling of the eco-cluster management system in the context of globalization and COVID-19. Modeling of state regulation of eco-clustering in the context of globalization and COVID-19 should be based on the implementation of models of combined eco-cluster based on: "radial" districts (single-core - a large budget-generating or strategically important enterprise); "Ray" districts (multi-core - enterprises of all sizes and a multinational company); "Ray" districts (single-core - multinational company). The mechanism of functioning under any model of state regulation of eco-clustering in the context of globalization and COVID-19 should take into account the need to accumulate in the eco-cluster of two interdependent segments of tangible and intangible. These should include the accumulation or formation of: leading, budget-generating or strategically important for the state institutions or enterprises whose activities are based on knowledge and innovation; basic scientific knowledge; specialized consulting services; cluster support; marketing and logistics; financing, etc. The essence of the descriptive model is the joint choice of state regulation of clustering regulation, marketing management and labor market in the context of globalization and COVID-19 (specifying when to implement measures, including management decisions on the need to implement it in general) and supporting investment policy . In our case, meaningful interpretations of the described model can be different and used in the analysis of public policy to stimulate the transformation of the model of clustering regulation, marketing management and labor market in globalization and COVID-19 or used at the macro level to determine eco-cluster development strategy. The positive effect of clustering in the national economy can be achieved only when the power of interconnected "four" sectors is used: public, private, public and scientific. The state has a leading role in creating innovative eco-clusters. Moreover, such a role should be ensured on the principles of corrective and purposeful liberal-soft administrative influence on the network.
