본 연구는 코로나19 발생 전후 국민의 기본소득 도입인식이 어떻게 변화되었는지를 세대별로 구분하여 규명하고자 하였다. 이와 같은 본 연구의 목적을 달성하기 위해 성균관대학교 동아시아학술원 서베이리서치센터(SRC)에서 조사한 한국종합사회조사(KGSS)의2 018년 및 2021년 데이터를 활용하였으며 분석대상은 총 1,610명이며 코로나19의 순수한 효과를 검증하기 위해 이중차이분석방법을 사용하였다. 이를 통해 도출된 본 연구의 주요 분석결과로는 첫째, 월 평균 가구소득이 낮을수록, 진보적인 정치성향을 가지고 있을수록, 그리고 현재 정치상황에 대해 만족할수록 기본소득 도입인식에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 코로나19의 순수한 효과를 세대별로 살펴보았을 때 청년세대는 중장년 및 노년세대에 비해 기본소득 도입에 반대하는 인식이 확대된 것으로 나타났다. 이러한 본 연구의 주요 분석결과를 토대로 향후 우리나라의 기존 사회보장정책의 개선 및 새로운 사회보장정책 도입을 위한 정책적 방안을 제시하였다.

This study sought to identify how public perception of the introduction of a basic income changed before and after the outbreak of COVID-19, generation by generation. To achieve this, 2018 and 2021 were used from the Korean General Social Survey (KGSS) conducted by the Survey Research Center (SRC) of the East Asian Academy of Sungkyunkwan University. The analysis included a total of 1,610 people. The differences in differences analysis method was used to verify the pure effect. Main results show that first, the lower the average monthly household income of a person, the more progressive the person’s political tendencies; and the more satisfied a person was with the current political situation, the more positive the influence on the person’s perception about the introduction of a basic income. Second, when looking at the pure effect of COVID-19, generation by generation, it was found that youth generation had an increased perception of opposition to the introduction of a basic income, compared to the middle-aged and the elderly generation. Based on the main results of the analysis, policy measures are presented to improve Korea’s existing social security policy and to introduce a new social security policy in the future.
